Job Purpose

 

The Head of Change & Technology will oversee and manage the delivery of strategic objectives, with responsibility for ensuring that business and technology changes are properly planned, coordinated and tested, and that ICE Clear Europe (ICEU) has robust, resilient and well-designed systems to support its needs and those of its customers.

 

The Head of Change & Technology’s remit extends across ICEU’s whole business (as required), working closely with the President, COO, Deputy COO and Head of Operations in particular, as well as other Executive Management Team members. The job holder will possess the right balance of business and IT understanding, people management, stakeholder engagement and project delivery skills and experience.

 

Responsibilities

  • Ensuring that ICEU develops systems, roadmaps and requirements and builds a prioritised list of system changes so that it can meet its business objectives and provide best in class services to Clearing Members
  • Helping to develop and agree the technology strategy with ICE Group
  • Ensuring that new initiatives are appropriately prioritised and tracked to meet the needs of the business, customers, regulators and other stakeholders
  • Ensuring effective project and change management, from requirements gathering and planning through to delivery, including progress reporting to the Senior Management Team
  • Ownership of the change management process as project execution progresses through to closure
  • Support the management of relationships with key technology vendors
  • Maintain knowledge and understanding of relevant industry technology innovation and change
  • Leading a broad group of functions covering Project Management, Business Analysis, Testing and Regulatory Reporting
  • Managing performance and personal development of staff within those areas
  • Overseeing the provision of externally facing test environments and support for Clearing Member and vendor testing needs
  • To promote and support best practice in internal testing of technology and process changes across the Clearing House, including quality and consistency of testing scope, execution, evidence and documentation, such that change implementation risk is minimised
  • Supporting ICEU’s maintenance of compliance with regulatory reporting requirements, including technology needs to support those requirements
  • Staying informed on industry regulatory reporting initiatives and change

 

 

Knowledge and Experience

  • Experience in a similar role (senior technology and/or change management role) at a financial infrastructure or other regulated financial institution
  • Experience leading projects and new initiatives
  • Experience establishing and running technology control environments
  • Technology expertise and literacy - skilled in understanding and assessing technical designs and metrics
  • Strong understanding of derivative transaction flow through the life cycle of the trading and clearing states
  • Highly organised with proven track record of technology and solution delivery, and problem solving
  • Experience managing technology in a regulated environment
  • Experienced people manager, ideally having led broad and diverse teams
  • Professionalism, integrity and strong attention to detail
  • Strong interpersonal and communication stills, both verbal and written
  • Experience in derivatives markets, especially with banks or Clearing Members

 

Preferred

  • Knowledge of industry messaging protocols, such as FIXML, MQ and SWIFT
  • Project Management qualification
  • Experience and knowledge of derivative industry regulatory reporting obligations
